As you know, the well site is located on an unnamed tributary to Silver Creek, and the floodplain for this stream is designated by the Federal Emergency Management Agency (FEMA) as a Zone A flood hazard area. The Zone A designation in this case signifies that a detailed study of the stream to define the flood hazard areas has not been performed. Also, based on the information we received from you regarding the proposed new floodplain delineation, the well site will be located in the Zone A flood hazard area once the new maps become effective. Therefore, the purpose of the floodplain analysis is to establish the limits of the floodplain of this stream in the vicinity of the well site and to estimate the changes expected in the floodplain as a result of the well pad construction.

Conclusion:
The floodplain analysis of the unnamed tributary to Silver Creek near the J. Muriel Reese well pad location suggests that the well pad construction results in a minor change in the 100-year floodplain elevation at the well pad, with no changes in the floodplain elevation expected either upstream or downstream of the well pad. Additionally, the delineation of both the pre and post-well 100-year floodplain limits suggest that there is no change in the floodplain limits at 127 Rodeo Drive as a result of the J. Muriel Reese well pad construction.


Finally, the location of the home at 127 Rodeo Drive with respect to the floodplain limits (for any of the above described scenarios) shows the home to be constructed completely within the Zone A flood hazard limits. Therefore, there exists a significant potential for flooding at the home at 127 Rodeo Drive. As mentioned above, the potential for flooding at 127 Rodeo is not affected by the J. Muriel Reese well pad.
